I think that the completeness of the conversion is very important and not to just people who are receiving these services but to the owners and how the public views their services. If they are not fully delivering or if they are providing services that are not complete well then the other people who do not yet have their services and maybe are interested in getting them can use the fact that they are not "complete" and that their completeness is not a priority to them to decide whether or not to get their services.
