I think the survey acknowledges an interesting point that many HR professionals feel bogged down by employee transactions. In turn I think many businesses feel bogged down by HR related issues. It is too easy to lose focus of task at hand when you are dealing with employee benefits, payroll hassles and workers compensation. This why many companies are adopting a PEO to outsource the time consuming issues that are associated with an internal HR department.
